China and Russia don’t have to worry about lots of rules or reporting to Congress when they buy weapons. But the Pentagon does, and it’s trying to find ways to develop and buy weapons much more quickly than the 12 to 15 years it currently takes to buy a major weapon system.

Since the commercial sector now drives most innovation, the Defense Department is trying to work much more closely with it, but the rules can make that difficult, as can the culture of Silicon Valley as we saw with Google’s decision to stop working with the Pentagon after 3,000 of its employees signed a petition against the work.
